Do we need any protection against deareator possible damage due to recirculation control valve fail opens ?
BFW pump discharge pressure is very high, it may led to deareator damage. Are dearator storage drum designed to Handel such high pressure ?? Do we need RO in between to protect deareator ?

You dont need deaerator protection for the scenario of recirculation control valve fail opens. This liquid cant flash causing high pressure as temp is very less. It cant pressurize unless hydraulically full. So, you just need to ensure normal deaerator BPCS like level and pressure control and other layers of protection like HH level overflow to trenches to avoid hydrofill and a PSV to avoid high pressure from heating steam control valve fail open. Your line size is to protect the high discharge pressure of the BFW pump because you cant construct so small line, So RO is provided in this recirculation line for downsizing the control valve and limit the flow.
